Co-locating with the first chief and supporting the first incident commander is the immediate priority. When the first chief has established command, the second arriving chief should place themselves near that command point to help manage the evolving situation, not stand apart or take over right away. Being together allows quick communication, a clear single direction, and an efficient division of tasks—one person can focus on strategy and overall scene management while the other handles resources, requests, safety liaison, and coordination tasks tied to the incident action plan.

This setup keeps the command structure unified and prevents confusion from parallel or competing commands. Tactics like ventilating the structure or setting up a rehab area are important, but they flow from the decisions of the incident commander and require proper resource support. A transfer of command would only occur if the first chief can’t continue leading, or through a formal transfer process.
